Honestly I'm not even entirely sure what the rules are since there have been several posts in my time playing the game of experienced players asking why XYZ was allowed and then I see horse history that doesn't make sense with my understanding of the rules, and since more experienced players seem confused too, I never know if a confusing (to me) horse history is actually some kind of back room deal or if it is within the rules and I just haven't grasped what the rules are because they seem contradictory at times.

I personally don't care what the rules are, just whatever they are I want them consistent for everyone without exceptions (or if there is an exception, a post by admin explaining what it was and why it occurred).

There are always room for adjustments in rules if something gets exploit.
