Almost 10 years playing and I cant' remember ever having a horse improve more than 1 level... What am I doing wrong?

I had a small handful upgrade to freaks, but I'm cautiously optimistic at this point. Only one of them was running close to or similar to freak level prior to upgrading (she's really nice though!)
I did however have an allowance DR graded stakes winner upgrade to stakes which was nice. I -think- it has been fifteen years since I last managed to win a non-restricted, non-player-created "normal" graded stakes race with an allowance DR.
