I would assume that the hope is that over time more people will enter the race. I'm more likely to nominate a horse in the future knowing that only 3 horses are entered this year. A 4th place finish is an extra $100,000+ and it's not that easy to get a horse to the $350,000 earnings for standing in the AW divisions. There are currently only 9 active AW Routers that meet that threshold, 5 Milers and 8 Sprinters. Compare that to Dirt and Turf:

TR - 42+ (that's only down to $640,000)
DS - 39
DM - 21
DR - 42+ (only down to $530,000)

Yes, sadly, the AW races are poorly supported, but the Pegasus races are numerically weak across the board.
Also TCT prep races seldom draw more than two or three genuine contenders.
