All Weather

I read in a sim article that performance on all weather tracks is unaffected by weather thus making the Horse Whisperer's info useless for these horse types. Can I rely on this information? Looking for more people's input.

All-Weather tracks are always fast. Even if the weather says it's a complete downpour. Here is an example:

https://www.simhorseracing.com/race.php?RaceID=1904253 the weather icon shows downpour but the track condition is fast.
