Is it possible (err... I would love it if) Step 2 and 3 were switched in the create a race process.
Generally I'm partially motivated to create a race by a desire for a specific weather condition. No way of knowing whether it exists in a specific day in a geographical area before getting to step 4. If it's not there on step 4, you have to go back to step 2 to look at another day. Each time re-entering step 3 data (age, restrictions, surface) - all of which are selections the user is unlikely to want to change.

I've never created a race before, but just looking at it now it looks like the only available dates are in Week 6. And the Week 6 weather conditions for each track can be seen on the "Weather/Open Tracks" page under the racing menu.
