-- As a signal to his wife that he was thinking of her.
-- As a symbol that though the day was over, there would be a new program tomorrow.
-- He picked up the gesture from Keith Olbermann.
-- To show his disappointment at all his wrong picks.

I believe the answer is A, a signal to his wife that he was thinking of her.

They both do throw paper at the camera, but it's not the reason Harvey gives. You can try again any time.

Correct. Congratulations! He felt that though the day was over, there would be a new day and a new program tomorrow and all the winners would be in the new program. All you need to do is pick them out.
