All the horses I've found are expensive. How can I find a horse that has at least placed or ran decently without paying $10,000?

Unless the horse has been used as a filler or has raced 15 times with one fourth, a horse that's placed is probably worth 10k+, depending on bloodlines. ;) However, The Steward's been putting horses up for sale pretty cheaply lately.
