There is no minimum entrants.

As Jarrod said, there can be "walkovers" -- a one-horse race.
However, I believe the computer -- Alexandra Jaysman -- will try try to enter horses it owns whenever possible, to prevent walkovers. I've had this happen a couple of times, where the evening before the race, my horse was the only one entered. But by race day morning, a couple of AJ horses had shown up (which are generally quite beatable).
But AJ might not have any horses that meet the conditions, and then the race is a walkover.
However, I believe the computer -- Alexandra Jaysman -- will try try to enter horses it owns whenever possible, to prevent walkovers. I think it is a fairly recent development. Earlier in the new SIM, you needed three horses for the race to "go", unless the race was a stakes, and if it had less than that, the race was pushed back a week. I know that happened as recently as last SIM year, as I had a sponsored allowance get pushed back a week for lack of entries. But, I've seen a number of walkovers (and match races, for that matter) this SIM year.
That said, Alexandra Jaysman will still try to fill the races, if she has a horse that fits the conditions.
