The changes to board fees has been implemented and is up.
If you change your board fee to be LOWER than the current amount, it is enacted at midnight Pacific that night, and everyone at your farm will get a notice saying it is lower.
If you change your board fee to be HIGHER than the current amount, it is put on a ticking clock for 2 weeks from the day you changed it, and everyone will get a notice at midnight saying they have 2 weeks until the change date.
If you change your fee 10 times during one day and finally set it back to what it was originally, nothing will happen. If you change it to be something higher (say it's 100 and you change to 200) and then you try to "trick" it by putting it to 150, it still knows it is higher than 100 (the original amount) and it will start the countdown clock over.
