These things happen when you have too many top level races Patten - if there where enough horses of that levil to fill the races then owners and trainers wouldn't stump up the entry fee to run around at the back for 15k etc.
Reminds me of the "appearance money" scheme we had in the UK a couple of years ago to get more runners in the conditions stakes (our allowances) you got paid £500 just for turning up. Some trainers ran absolute no hopers in them - they became the "appearance money club" and would pick up £10k a season just for turning up. Saw one 20 runner race involving Guineas winner Island Sands, the betting went something like:
2/5 Island Sands
9/4 Easaar (Island Sands stablemate at Godolphin)
20/1 Red Lion
66/1 bar
