If I have a horse resting on a farm and then bring him back the week before he races, will that take away from his training time and put him behind?

No, you should be good, if you know where you're going to be racing next though, ship there a week ahead of time so that they don't travel the same week they race. Thats the only catch, otherwise time at the farm tends to rejuvinate a horse and a month at a farm is probably more beneficial than a month pf rest at the track.
