if the horse has been racing regularly I would maybe not use work outs, if a horse is coming off a lay off maybe then I would give a work out, or 2 yr olds before they can race have to have 2 work outs, if a 2 yr old already has his/her 2 work outs I would not worry about using them, it is a way of conditioning them to get them ready to race
