The 17.1 is probably pre year 22 when the game was different enough to separate the track records and it was the land where the giants ruled

In the "olden" days, horses could be taller than 17h. At some point, it was capped at 17h, and I believe that is as tall as one can get.

Also, I seemed to get a lot more 17 hand foals in Year 64. It use to be in them olden days, that giants of 17 hands or more were less quick of foot and needed room to run but that was back in the pencil & paper SIM days. jX
