I tend to agree that the comment is based on the final rating when they peak. Now I have seen Stakes mares be formidable broodmare and I have seen productive-peak be a blue hen. One was a longer career and one was breeding shed. I am sure you can guess which was which based on what they galloped at and what the Bloodstock agent said.
On the other hand I have also seen productive-peak be formidable and stakes be blue hens (Productive was Breeding Shed comment and Stakes was Longer career comment).
So it can go either way. Sometimes the longer career comment ones are worse as broodmares and other times they are what you would expect for their gallop level.
