Steward's Cup For Her?

I am having trouble deciding if this filly should contest the Steward's Cup. She has been EXTREMELY disappointing; I know mixers can be a little inconsistent, and don't always run to their works, but I had hope given her siblings' successes. She has the second fastest Paint 400m workout of all time, and is a progressive Freak. Like, what the heck SIM.

The logical side of me says "Put her in an Allowance Week 16 so she can win and go into Year 66 with full confidence" but of course, you can't win the Steward's Cup races if you aren't in them.

What would you do?
