Allowance and Better Racestock Auction ($1 can get you a horse ready to run)
I have several 3 and up race horses in an auction. The majority are mixed breeds but they can generally run longer than a TB. There are several allowance or better without a bid. This is a no reserve auction so you could bid a $1 and end up with a horse ready to run again in the coming sim year or you can try and pinhook them (sell them for more than you paid) to someone.
