Colt injured then automatically pensioned

This colt was injured in a stall accident today. I expected that he would be automatically retired but he was also automatically pensioned. So I can not stand him as a stallion if desired (I was not planning on standing him). Why was he automatically pensioned?

Y66-W13-D5 Permanently injured in a stall accident.

I guessed that this is the rule. But if this colt had a great pedigree (which he does not), I might have wanted to stand him as a stallion -- even with the earnings below $350K penalty.

You can't stand a horse who hasn't broken his maiden, which is why unraced colts are automatically pensioned if retired (due to stall accident or otherwise).

You are 100% correct:
Stallions must have won at least one race, or they cannot stand.
